You can interpret this as: If you have the power to boot the PC without the plug(which you don't), then you may have the power to open the portal

We know that if they wanted to return to the outernet, they need to open a portal on ALANSPC, no matter the version is; now that the PC is powered off, I don't think the portal is open anymore, it's like, the tubes are still there, but the portal that connects the tubes and ALANSPC is no longer working

And since victim forcefully reverted Alan's PC to the old XP system, we don't know if it works like the actual XP system or not

Well we know that on Alan's new PC (according to AVM episodes), as long as the plug is not pulled, the stick gang can roam around the PC whenever they like, wherever they like, and the desktop is always available for them. But we still didn't know if that's the case by that time when Alan had his Windows XP system

Is he sentient at that time or not, that is the question
